Job Description
The Ministry of Foreign Affairs is the pivot in communication between the Dutch government and the governments of other countries and between the Dutch government and international organizations. As a senior human rights, humanitarian and gender policy officer you play an important role in developing and transforming the bilateral relationship between Bangladesh and the Netherlands in these areas. Since the independence of Bangladesh, the Netherlands has been an important strategic partner of the country in these policy areas. The human rights situation in Bangladesh is challenging and has deteriorated in recent years. In addition to following the general human rights situation in the country, the Netherlands focuses on freedom of expression, freedom of association, freedom of religion and the position of minorities and women's rights. Since August 2017, more than 700,000 Rohingya have fled from Myanmar to Bangladesh. More than 1 million Rohingya now live in Bangladesh, especially in the refugee camps in Cox's Bazar in the southeast of the country. You participate in donor consultations about the humanitarian response and you consult with humanitarian actors, in particular the UN and (i) NGOs. You also report on the fate of Rohingya refugees in Bangladesh, accountability (for example referral to and / or treatment by the ICC) and on the prospects for a structural solution to the refugee problem, such as a return to Myanmar or initiatives in Bangladesh. For many years, the Dutch Sexual and Reproductive Health and Rights (SRHR) program has raised politically and socially sensitive issues in Bangladesh. That program is being phased out and transferred to like-minded partners. The emphasis is on advocacy. However, the Netherlands continues to put sensitive issues and taboos on the agenda. Our commitment focuses on adolescents, sex education, access to safe abortion and family planning. Now that Bangladesh is a low-middle-income country and the income will increase even more in the coming years, the nature of the cooperation will shift more towards partnerships between Dutch and Bangladeshi government, knowledge and civil society organizations and institutions. Considering the above, important elements of your work are:
  • the strengthening of gender and SRHR advocacy and Government-to-Government (GG) cooperation, in particular the integration of gender and SRHR in national and local health and education policies and systems, and sustainable capacity building;
  • contributing to the integration of gender in programs and activities of other themes, such as water and agriculture, textiles and economic diplomatic activities;
  • strengthening cooperation between knowledge institutions in the field of gender and SRHR through knowledge gathering and sharing. This cooperation has greatly increased, both from economic diplomacy and from the embassy development program, centrally funded programs from NWO-WOTRO, strategic partnerships and NUFFIC.
You work closely with the local gender / SRHR policy officer and with your colleagues in the areas of water / agriculture, the textile sector, PSD and economic diplomacy. Within the 'advocacy stream' of the policy department you also focus on humanitarian diplomacy, in particular in relation to the Rohingya refugee crisis in Bangladesh, and on the development of decentralized human rights programs. A business relevant network is essential for your work. You therefore maintain active contact with employees inside and outside the organization, the management and representatives of other (local) government agencies and other relevant external organizations, such as the large UN community in Bangladesh, the Dutch and Bangladeshi business community, (i) NGOs and universities.

Clinical care:
  • Provide direct clinical care, working closely with the midwives to ensure the delivery of high quality MCH care services and sexual and reproductive healthcare.
  • Manage Neonates, and obstetric emergencies presenting, ensuring appropriate referral as needed.
  • Make a tour in the delivery and labour room every morning & afternoon together with the responsible midwife.
  • Supervise medication distribution. Ensure every patient received the prescribed medication.
  • Guarantee proper care is given in admission room. Ensure proper flow and crowd control.

  • The Capacity Building Advisor will be responsible for providing technical and managerial leadership to the capacity building efforts of EHD project of Ipas Bangladesh.
