  Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. About the Portfolio/Programme/Project: The 2030 Agenda sets out a historic and unprecedented level of ambition to “Achieve gender equality and empower all women and girls by 2030” (SDG 5) as well as including 37 gender-related targets in 10 other SDGs. To successfully track the implementation of the 2030 Agenda, a robust and equally ambitious monitoring framework is essential to be established. Also, Significant investment in gender statistics is necessary to ensure that evidence-based policies are devised, the impacts of these policies are assessed and the accountability of policymakers and governments to deliver on these commitments is promoted. The demand for gender statistics has been increasingly recognized in Bangladesh as essential to monitor the progress of countries 7th Five Year Plan and SDGs. The National Women Development Policy and the 7th Five Year Plan prioritized the need of high quality data in a timely fashion by strengthen the capacity and scope of Bangladesh Bureau of Statistics. The country has produced its National Strategy for the Development of Statistics (NSDS) which needs to be implemented with greater effort by 2021. There are gaps in financing for the data collection and capacity constrains to generate gender statistics at the National Statistical Office, much of the available gender statistics are descriptive in nature, produced in a sporadic manner, without analytical information on the impact made by sectoral plans and programmes in terms of changing the conditions that cause gender inequality. Given financial as well as technical constraint the Bangladesh Bureau of Statistics has taken initiatives to strengthen the institutional mechanism and established a gender cell at Statistical and Informatics Division. With financial support from the Government of Australia UN Women Bangladesh Country Office is implementing the” Making Every Women and Girl Count” program aimed at Improving the availability, accessibility and use of quality gender statistics to inform policy, advocacy and accountability for delivering gender equality and women’s empowerment commitments in the SDGs, CEDAW, the Beijing Platform for Action and other national priorities. The program  has three objectives: (i) Promoting an enabling environment by putting in place a supportive and well-coordinated policy environment to ensure gender-responsive localization and effective monitoring of the SDGs; (ii) Increasing data production by removing technical barriers and constraints to ensure that quality, comparable and regular gender statistics are produced to monitor the implementation of national policies and meet reporting commitments under the SDGs; and (iii) Improving data accessibility by ensuring that the data produced are widely available and used effectively by different players with sufficient capacities to understand, analyse and use them to inform advocacy, research, policies and programmes and to monitor progress on the SDGs. Under the framework of Support to the Government of Bangladesh, UN Women is partnering with the Bangladesh Bureau of Statistics and other Ministries, Departments and Agencies to implement this programme under three Phases. The first phase covered objectives on enabling environment for gender responsive localization and effective monitoring of SDGs and increasing data production. Under the current implementation phase will cover all three objectives including improving of data accessibility. Reporting to the Country Representative, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions under his/her portfolio.  She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
  Duties and Responsibilities
Design and develop programme strategies in the area of Gender Statistics: ·        Design and formulate programme/ project proposals and initiatives; ·        Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Gender Statistics. Manage the implementation and management of the Gender Statistics programme: ·        Finalize the annual workplan and budget and manage their implementation; ·        Manage the technical implementation of the programme/project; ensure synergies with other teams; ·        Manage the submission of implementing partner financial and narrative reports; ·        Provide guidance to staff and partners on Results Based Management tools and performance indicators; ·        Organize Project Steering Committee, project review and/or evaluation meetings, as needed. Manage technical assistance and capacity development to project/programme partners: ·        Build and manage relationships with national partners to support implementation and expansion of the Gender Statistics programme; respond to any potential problems; ·        Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners. Manage the monitoring and reporting of the programme/project: ·        Manage the monitoring of programme/ project implementation and finances using results based management tools; ·        Oversee field missions and review reports on monitoring missions; ·        Write quarterly reports and donor reports, focusing on results, output and outcomes; ·        Contribute to office donor and UN Women reports. Manage the people and financial resources of the Gender Statistics programme: ·        Manage the programme budget and resources, and draft financial reports; ·        Supervise Programme Analysts and Technical Specialists; Mentor and coach staff and conduct performance assessments; ·        Oversee recruitment processes, as necessary. Build partnerships and support in developing resource mobilization strategies: ·        Develop and implement partnerships and resource mobilization strategies; ·        Finalize relevant documentation on donors and potential opportunities for resource mobilization; ·        Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing. Contribute to inter-agency coordination to achieve a coherent and aligned presence for Gender Statistics in Bangladesh: ·        Provide technical support to the Country Representative on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed; ·        Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts. Manage advocacy, knowledge building and communication efforts: ·        Develop and review background documents, briefs and presentations related to the Gender Statistics; ·        Represent UN Women in meetings and policy dialogues on issues related to Gender Statistics as necessary; ·        Develop advocacy strategies and oversee their implementation; ·        Identify best practices and lessons learned to guide programme improvement and strategy planning; ·        Develop knowledge management strategies, products and methodologies on Gender Statistics.   • Violent events in Rakhine State of Myanmar, starting in August 2017, led to the displacement of 615`000 Rohingya men, women and children towards Cox`s Bazar district in Bangladesh. The mass and speed of the displacement created an acute humanitarian crisis. People arrived with very little belongings and all basic needs are to be met. Beyond water, sanitation, shelter, food and health, protection is an important issue to address notably when it comes to children: they potentially suffered the most from the dramatic events which happened in Myanmar and during the cross-border journey to Bangladesh and they are now the most vulnerable in the refugee camps where living conditions are particularly harsh. The displaced population counts 28% of children between 5 and 17 years old (14% each per gender). There is potentially - adding the refugees already leaving in the area before the crisis (212`518) - a population of 231`700 individuals which need to be supported.
  • In response to this humanitarian crisis, Tdh seeks to deliver integrated services and support to children in Cox Bazar through provisions of psychosocial support to refugee children, youth and adults and targeted child protection services to the most vulnerable children, including children affected by family separation.
  • The CM Coordinator is responsible for supervising the delivery of quality case management services for vulnerable children in need of protection in refugee camps in Cox Bazar, Bangladesh. Children supported include unaccompanied and separated children, children at risk of and/or exposed to violence, neglect, exploitation, early marriage, trafficking or sexual and gender-based violence.
Job Responsibilities
  • Key responsibilities :
  • Development and supervision of a case management response for refugee children in need of protection
  • In collaboration with the project manager coordinate and supervise the child protection case management programme by planning, monitoring and evaluating project activities in accordance with grant agreements and Tdh quality standards;
  • Ensure the best use of resources and support the project manager in the preparation of sound budgets and monitoring project expenses on an on-going basis;
  • Ensure the child protection case management programme implemented by Tdh field teams is consistent with and aligned with the National CP system and adheres to the leading inter-agency standardized operating procedures and tools (CPMS, CM guidance);
  • Provide daily mentoring and case management supervision to the case management team leaders in all the project locations, in collaboration with the Case Management Junior Project Officer (JPO);
  • Stay up-to-date on all high-risk cases and provide daily or weekly supervision to Team Leaders as required;
  • With support from the case management project manager, ensure the daily and weekly use of work plans, case trackers and other case management tools;
  • Regularly get updated information on all services available for children in need of support and ensure this information is available to team leaders;
  • Coordinate effectively with external partners in the referral pathway to ensure team leaders and case workers have the contacts they need in their working areas, ensure referrals are tracked and followed-up on;
  • Support Team Leaders to update the Team Leader Trackers and contribute to the maintenance of master Case Management database;
  • When required prepare reports, according to the project document (monthly reports, quarterly reports, donor reports, final report);
  • Ensure appropriate information management protocol is in place, particularly in terms of confidentiality of data (including, paper and electronic files);
  • Represent Tdh in field base multi-agency and overall interagency cluster where appropriate;
  • Ensure regular communication with the line manager on activities' updates, achievements and challenges via meetings, reports and ad hoc communication upon request and needs;
  • Participate in field assessments whenever requested by the line manager
  • Staff Management
  • Identify needs and draft capacity building plan for staffers under direct supervision;
  • Support project manager in planning, developing and delivering full team capacity building sessions on case management for the case management team, and ensure that the capacity building plan is revised on a regular basis to include refresher training's and workshops;
  • Organize weekly Case Management meetings and takes minutes, support Team Leaders in weekly meetings with Case Workers, monthly supervision with Team Leaders;
  • Follow up staff attendances, leaves and provide monthly attendance sheets to her/his manager to facilitate payroll process;
  • Ensure regular feedback to the staff under her/his responsibility and appraisal process when needed; Support disciplinary measures application if needed
  • Coordination and representation
  • Conduct regular field visits and organize regular staff meetings in field locations;
  • With support from the Project Manager coordinate with other Tdh sectors to ensure mainstreaming and implementation of standardized activities;
  • Liaise with humanitarian actors, authorities and community in and outside the camps to increase quality and effectiveness of case-management service provision;
  • Participate in meetings held at local or regional level in her/his field of expertise whenever pertinent and necessary;
  • Build the relationship between and establish regular exchanges with the Psychosocial Support (PSS) Team to ensure children in need of protection are identified timely and adequately supported;
  • Develop and maintain a strong professional image for Tdh CP Case Management through effective communication with all partners
  • Respond to email referrals from partners in a timely manner, and provide follow-up information where appropriate.

  • Provide partner organizations with ongoing gender integration and social inclusion technical assistance.
  • Ensure the most vulnerable and marginalized populations are represented across all project components, including as staff members, project participants, trainers, facilitators, speakers, evaluators, and so forth. These can include indigenous persons; lesbian, gay, transgender and intersex (LGBTI) persons; and persons with disabilities. Understanding that girls and women tend to experience more marginalization and increased vulnerability within these groups, emphasis will be placed on this population. Other types of marginalized populations may be identified through an analysis
  • Ensure activities budgeted are able to equally benefit males and females and, in instances where this is not the case, provide a clear rationale that does not contradict the project’s gender equality goals.
  • Integrate gender and social inclusion considerations into operational research design and policy analyses.
  • Incorporate discussions and activities related to gender and social inclusion into facilitation plans when designing dialogue sessions
  • Orient and train project staff on gender and social inclusion sensitivity and approaches, ensuring their understanding of Counterpart’s Gender Operational Guidelines

  • Support the capacity needs of Community-based Organization (CBO) partners and community volunteer coaches to respond to adolescent protection needs
  • Ensure child protection messages and information about available services are consistent with all Clusters; and are considered relevant and tailored to the needs of children/adolescents of different sex and age and their care providers
PROGRAM MANAGEMENT
  • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps' and Tdh relevant program guidelines, principles, values, quality standards and strategic plan.
  • Ensure program implementation is on time, target and budget, using effective M&E systems that are disaggregated by sex and age to reach desired impacts.
  • Fulfill Mercy Corps and Tdh Program Management and Gender Minimum Standards based on the organization-wide guide.
  • Ensure all interventions adhere to Mercy Corps' Gender Policy, Do No Harm principles, Child Safeguarding, and beneficiary accountability standards.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps and Tdh policies and procedures.
  • Ensure compliance with donor and Mercy Corps regulations related to emergency programming and ensure proper operational systems for programs.
INNOVATION AND DEVELOPMENT WITH CHILD PROTECTION SECTOR
  • Support the development of multi-stakeholders and multi-disciplinary strategies to strengthen harmonized child protection and adolescent development programming and ensure integration of child protection and adolescent development protocols, ethics and methodologies
  • Contribute to the development of innovative solutions for the protection of children and adolescents through active participation with the Child Protection Sector and other actors.
  • Document child protection practices, share knowledge, lessons learned, promising practices, in coordination with the Child Protection Sector.
  • Identify, build and manage partnerships with partners, donors, local governments, and other stakeholders as a Mercy Corps technical advisor

  • Bachelor's degree in International Development or related field and MA preferred.
  • Three to five years of experience in a similar position in the field and with refugees/IDPs.

  • Field experience of working directly with children and adolescent.

Job Responsibilities
  • The Protection officer is in charge to identify and refer survivors of abuse, extremely vulnerable individuals or needs in SI working areas or during assessment of new areas.
  • He/she support the program team to mainstream protection in regular activities
  • He/she participates in monitoring the implemented protection activities and assessing new needs.
  • His/ her main responsibilities in below:
  • Identification/need assessment:
  • Help in setting up criteria for selecting beneficiaries
  • Identification of target groups through the communities based on vulnerability criteria (women and girls, PWSNs, survivors of abuse, etc.)
  • Collect accurate data's at the community level through different qualitative and quantitative methods
  • Assist in conducting baseline survey
  • Report any emerging needs to the Program manager and his/her assistant
  • Referral:
  • Identify, refer and follow-up survivors of abuses and extremely vulnerable individuals (EVI) to relevant services providers
  • Work closely with Solidarites International non-specialized team with regards to the report of protection cases
  • Ensure that urgent and challenging cases are immediately discussed with direct supervisors.
  • If necessary and required by the Protection Activity Manager, accompany protection cases referred to services providers
  • Work with cultural sensitivity and respect the dignity of vulnerable individuals, families and members of the refugee and host communities at all times.
  • Communication / representation:
  • Support technical team to settle committees or any other community association
  • Mobilize the targeted communities and create awareness about protection risks and activities
  • Build a strong network among communities targeted to gather information about protection risks and trends
  • Listen to complains and protection concerns expressed by different groups of the communities
  • With active participation of different groups, propose community-based solutions to prevent, mitigate and address protection risks
  • Support actively Solidarités International protection activities with regards to community mobilization and communication with local authorities, site and village leaders
  • Implementation and operational monitoring:
  • Monitor the implemented activities at the community level by onsite regular visits
  • Raise awareness and train beneficiaries on protection related topics (if requested by the Protection Activity Manager)
  • Follow activities implemented by other organizations in Solidarités International's area of intervention and report to the Protection Activity Manager
  • Assist in conducting assessment survey to control progress of program and efficiency of activities
  • Work closely with the program team to mainstream protection in regular programs
  • Reporting:
  • Share with the Protection Activity Manager and his/her assistant every information about security, activities, logistics or administrative issues occurred at field level
  • Participate in the preparation of regular protection reports
  • Participate to general program and protection meetings (weekly, monthly...)
  • Communicate orally about any important issue in internal staff meetings
