Job Title: Programme Coordinator ( PC) for project on “Empowering Women for Building Social Cohesion”

Location: BRAC Head Office

Reporting to: Programme Head

ORGANISATION RELATIONSHIPS: Number of staff this role supervises: 9 Supervision received by : Programme Head of CEP

PURPOSE:

In line with BRAC’s strategic plans and partnership with UNWOMEN, the purpose of this position is to Work under the overall supervision of Programme Head, Community Empowerment Programme (CEP) for overall management and coordination of Partnership Project with UNWOMEN on “Empowering Women for Building Social Cohesion”. S/he has to work closely with Project team at Head office and Field offices in 6 districts (Dinajpur, Joypurhat, Satkhira, Jessore, Maulobhi Bazar and Cox’s Bazar) in Bangladesh starting from May 2017 – March 2018. This position will manage project staff, develop and maintain relationships with project team, Advocacy Team, Communication Team, Finance Team within BRAC and UNWOMEN Country Team in Bangladesh. The position will play a lead role in project and budget management; oversight and monitoring; ensuring the capacity building, monitoring, evaluation, accountability, learning; advocacy of the project; grant and contract management; and strategic external engagement with concerned stakeholders.

MAJOR RESPONSIBILITIES:

Leadership/ strategic and technical role:

  • Facilitative leadership in positioning CEP’s strategic steer on promoting women’s leadership in building social cohesion and effectively communicate it within BRAC, external stakeholders specially UNWOMEN, government and media.
  • Linking up the project’s outcome with the on-going interventions of CEP related to promoting women’s social and economic leadership role with prime focus on Private Sector Engagement, Livelihood.
  • Ensure the project outcome is contributing in transformational changes at women’s live in the community level.
  • Maintain strategic linkage to get leverage from the non-funding relationship with different institutions. Manage and ensure the integration and compliance of BRAC’s policies and relevant sector codes of good practice, including administrative, health, safety and security policies and frameworks.

Project Planning, Project Operational Management and Reporting Requirements:

  • Take the lead role to finalize the project operational plan during the inception phase and keep annual action plan updated throughout the project period.
  • Provide oversight, technical support and leadership to the core team at HO in their work in the focus areas of the program Lead the project, inclusive of tracking progress, budget planning, oversight and monitoring Produce high quality learning and analytical documents and share with different audience through different medium.
  • Develop the monitoring, evaluation, Accountability and learning (MEAL) framework and ensure its 100% implementation with quality.
  • Manage the timely review and analysis of project related documents and correspondence from project field operations, HO and UNWOMEN.
  • Produce all necessary reports e.g. donor reports, quarterly reports, annual progress reports etc. to a consistently high quality.
  • Provide qualitative support to the HO and Field offices in knowledge building, knowledge management and project delivery.
  • Negotiate, influence, and facilitate public dialogue promoting women’s leadership role in social cohesion.
  • Ensures adherence to BRAC’s Gender, Diversity and Equal Opportunities policies Closely work with the other Programs like Enterprise, Gender Justice and Diversity and Skill Development, and utilize the learning for better project delivery.

Required KNOWLEDGE, SKILLS & COMPETENCIES KNOWLEDGE:

  • Excellent understanding (both conceptual and practical) on women’s leadership role in social cohesion Enough knowledge and understanding about the national and international policy, laws and interventions on women’s equal rights and leadership.
  • Proven knowledge and analytical skill and competency on Gender, Diversity and Power Relationship

SKILLS:

Excellent articulation, presentation and writing skills in English and Bangla Proven analytical and decision making skills in a challenging context Experience working in environments with politically sensitivities issues High level capacity in managing large budget, complex projects Financial management and budget tracking skills Skills in results-oriented program development and implementation Strong social skills – especially when working with community groups

EXPERIENCE: Minimum 10 years working experiences in development sector; especially excellent professional track record in leading women’s rights focused programme/project management and at least 6 years of high level management role in high volume budget.

EDUCATIONAL QUALIFICATION:

Master’s Degree on social science Sociology, Governance and politics, Gender studies is preferable
