- The Protection Officer will be responsible for providing support to women and children, including women and girl survivors of gender-based violence (GBV), and women and children at-risk of harm. The Protection Officer will work in conjunction with the primary health care, nutrition, and mental health and psychosocial support (MHPSS) staff at static and / or mobile service delivery sites. Position objectives:
- To ensure safe, supportive responses for women and girls who disclose experiences of GBV, by providing psychological first aid (PFA), information provision, and safe and confidential referrals to other services in line with their needs and wishes.
- To ensure that children who are at-risk or have experienced violence and exploitation are safely identified; provided with age- and gender-sensitive, child-centered support and psychological first aid; and are referred for appropriate services in line with their needs and best interests.

- Service Provision:
- Provide information to women and children in IMT sites about the types of services available to them, where these services are located, how to access them, and support them to access services as needed and requested

- Following the massive displacement of more than 688,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, WASH and protection. For the protection component this includes: psychosocial support activities in CFSs and with Mobile Teams, Case Management & Alternative Care and Capacity Building in the mega camp in Kutupalong. Due to the growing needs, Tdh are looking to expand our CP activities to the smaller camps in Teknaf Upazila and we are looking to recruit a Case Management Coordinator who will focus on project set up and implementation in our new areas of intervention. Activities would include targeted Case Management services to the most vulnerable children, including children affected by family separation., Alternative Care and a Rapid Response component.
- The CM Coordinator is responsible for supervising the delivery of quality case management services for vulnerable children in need of protection in refugee camps in Cox Bazar, Bangladesh. Children supported include unaccompanied and separated children, children at risk of and/or exposed to violence, neglect, exploitation, early marriage, trafficking or sexual and gender based violence.
- Key responsibilities :
- Development and supervision of a case management response for refugee children in need of protection
- In collaboration with the project manager coordinate and supervise the child protection case management programme by planning, monitoring and evaluating project activities in accordance with grant agreements and Tdh quality standards;
- Ensure the best use of resources and support the project manager in the preparation of sound budgets and monitoring project expenses on an on-going basis;
- Ensure the child protection case management programme implemented by Tdh field teams is consistent with and aligned with the National CP system and adheres to the leading inter-agency standardized operating procedures and tools (CPMS, CM guidance);
- Provide daily mentoring and case management supervision to the case management team leaders in all the project locations, in collaboration with the Case Management Junior Project Officer (JPO);
- Stay up-to-date on all high-risk cases and provide daily or weekly supervision to Team Leaders as required;
- With support from the case management project manager, ensure the daily and weekly use of work plans, case trackers and other case management tools;
- Regularly get updated information on all services available for children in need of support and ensure this information is available to team leaders;
- Coordinate effectively with external partners in the referral pathway to ensure team leaders and case workers have the contacts they need in their working areas, ensure referrals are tracked and followed-up on;
- Support Team Leaders to update the Team Leader Trackers and contribute to the maintenance of master Case Management database;

Background |
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. About the Portfolio/Programme/Project: The 2030 Agenda sets out a historic and unprecedented level of ambition to “Achieve gender equality and empower all women and girls by 2030” (SDG 5) as well as including 37 gender-related targets in 10 other SDGs. To successfully track the implementation of the 2030 Agenda, a robust and equally ambitious monitoring framework is essential to be established. Also, Significant investment in gender statistics is necessary to ensure that evidence-based policies are devised, the impacts of these policies are assessed and the accountability of policymakers and governments to deliver on these commitments is promoted. The demand for gender statistics has been increasingly recognized in Bangladesh as essential to monitor the progress of countries 7th Five Year Plan and SDGs. The National Women Development Policy and the 7th Five Year Plan prioritized the need of high quality data in a timely fashion by strengthen the capacity and scope of Bangladesh Bureau of Statistics. The country has produced its National Strategy for the Development of Statistics (NSDS) which needs to be implemented with greater effort by 2021. There are gaps in financing for the data collection and capacity constrains to generate gender statistics at the National Statistical Office, much of the available gender statistics are descriptive in nature, produced in a sporadic manner, without analytical information on the impact made by sectoral plans and programmes in terms of changing the conditions that cause gender inequality. Given financial as well as technical constraint the Bangladesh Bureau of Statistics has taken initiatives to strengthen the institutional mechanism and established a gender cell at Statistical and Informatics Division. With financial support from the Government of Australia UN Women Bangladesh Country Office is implementing the” Making Every Women and Girl Count” program aimed at Improving the availability, accessibility and use of quality gender statistics to inform policy, advocacy and accountability for delivering gender equality and women’s empowerment commitments in the SDGs, CEDAW, the Beijing Platform for Action and other national priorities. The program has three objectives: (i) Promoting an enabling environment by putting in place a supportive and well-coordinated policy environment to ensure gender-responsive localization and effective monitoring of the SDGs; (ii) Increasing data production by removing technical barriers and constraints to ensure that quality, comparable and regular gender statistics are produced to monitor the implementation of national policies and meet reporting commitments under the SDGs; and (iii) Improving data accessibility by ensuring that the data produced are widely available and used effectively by different players with sufficient capacities to understand, analyse and use them to inform advocacy, research, policies and programmes and to monitor progress on the SDGs. Under the framework of Support to the Government of Bangladesh, UN Women is partnering with the Bangladesh Bureau of Statistics and other Ministries, Departments and Agencies to implement this programme under three Phases. Duties and Responsibilities |

- Violent events in Rakhine State of Myanmar, starting in August 2017, led to the displacement of 615`000 Rohingya men, women and children towards Cox`s Bazar district in Bangladesh. The mass and speed of the displacement created an acute humanitarian crisis. People arrived with very little belongings and all basic needs are to be met. Beyond water, sanitation, shelter, food and health, protection is an important issue to address notably when it comes to children: they potentially suffered the most from the dramatic events which happened in Myanmar and during the cross-border journey to Bangladesh and they are now the most vulnerable in the refugee camps where living conditions are particularly harsh. The displaced population counts 28% of children between 5 and 17 years old (14% each per gender). There is potentially - adding the refugees already leaving in the area before the crisis (212`518) - a population of 231`700 individuals which need to be supported.
- In response to this humanitarian crisis, Tdh seeks to deliver integrated services and support to children in Cox Bazar through provisions of psychosocial support to refugee children, youth and adults and targeted child protection services to the most vulnerable children, including children affected by family separation.
- The CM Coordinator is responsible for supervising the delivery of quality case management services for vulnerable children in need of protection in refugee camps in Cox Bazar, Bangladesh. Children supported include unaccompanied and separated children, children at risk of and/or exposed to violence, neglect, exploitation, early marriage, trafficking or sexual and gender-based violence.
- Key responsibilities :
- Development and supervision of a case management response for refugee children in need of protection
- In collaboration with the project manager coordinate and supervise the child protection case management programme by planning, monitoring and evaluating project activities in accordance with grant agreements and Tdh quality standards;
