- Define gender and social inclusion, identifying socially excluded groups in the context of P4D.
- Identify the challenges and difficulties that GSI groups, as civil society actors, face in engaging in dialogue with Government.
- Outline a strategy for P4D to ensure effective participation by GSI groups in P4D project activities.
- Support P4D's Research, Evaluation and Learning team in the production of indicators in the Results Framework on the cross-cutting issues of gender and social inclusion.
- Liaise with P4D's Political Economy Analysis consultant, as appropriate, to ensure that the GSI analysis is considered the PEA findings.

- The Youth Consultant will be responsible for the monitoring the field level operations of the Change Agents' Network project. They will mainly guide and support the mentors of the respective districts. There will be 2 youth consultants in each district and each will look after 25 mentors. Key responsibilities are:
- Provide operational support in recruitment of mentors and mentees
- Co-ordinate the training for mentors and support facilitators
- Take the lead in supporting mentors through an ongoing, one-to-one relationship in providing training to mentees
- Provide daily/ periodic report on trainings to project manager
