  • Ensure regular and consistent updating of programme beneficiary and assistance in delivery via appropriate reporting software/platform

PROGRAM / DEPARTMENT SUMMARY Mercy Corps is in the process of registering in Bangladesh to begin full-scale country operations, focusing primarily on responding to the Rohingya refugee crisis in SE Bangladesh. As Mercy Corps undergoes the registration process, we will be working with international and local partners to reach 11,000 children and youth, and families. Through a seven-month program Mercy Corps will support 20 child friendly and youth community spaces to provide a range of services for the Rohingya community. The Child Protection & Adolescent Development (CP& AD) Technical Advisor to provides technical oversight and ensure high level program quality of the activities through our partner, Terre des Hommes (Tdh) as well as supporting program oversight and ensure meeting commitments to our donor and the community. GENERAL POSITION SUMMARY The CP & AD Technical Advisor ensures the quality implementation of the child protection and adolescent development interventions at field level and is able to adjust to changing dynamics on the ground. This includes psychosocial support and case management and definition of tools and methodology. He/she offers technical assistance to the programmes and builds capacity of programme staff on child protection and adolescent development activities. He/she advances the child protection projects with particular focus on child and adolescent engagement, curriculum development and training, and formal and non-formal child protection and adolescent development systems strengthening. He/she represents and profiles Tdh child protection work at interagency level and works in close link with the subsector with the aim of harmonizing child protection approaches, alongside efforts to raise awareness of adolescent development needs and opportunities, for adolescents (10-19 yrs). It is anticipated this position will be seconded to Tdh ESSENTIAL JOB RESPONSIBILITIES STRATEGY & VISION
  • Participate to Mercy Corps' Bangladesh Strategy and Emergency Response Plan.
  • Responsible for providing in-depth technical support to ensure safeguarding practices and quality activities are implemented for children and adolescents, according to Mercy Corps and Tdh strategy.
  • Provide input into shaping strategy and vision with Tdh and Mercy Corps for working with children and adolescents.
TECHNICAL ADVISE
  • Deliver technical on the job support to child protection and adolescent development teams in the child/adolescent friendly spaces including training as necessary.
  • Review, support and monitor safeguarding practices in the CFS and with child protection and adolescent development teams as well as assist other Mercy Corps programs with the integration of child safeguarding in their work.
  • Participate in situation analyses or needs assessments, strategic planning, project design, proposal review, in line with Mercy Corps and Tdh child protection approaches and methodologies.
  • Contribute to the development of strategies, approaches, methodologies and tools related to child protection and adolescent development in emergencies, with a focus on Pyschosocial Support activities, Positive Parenting Skills, Case Management and Alternative Care.
  • Integrate, promote and facilitate mainstreaming and implementation of child protection and adolescent development related approaches into Mercy Corps programming across the different programs.
  • Take the lead in initiating and spreading innovative child and adolescent centered participation and engagement practices or models in line with Mercy Corps values and practices.
  • Design specific tools/curriculums for psychosocial support activities with a focus on children and adolescent.
  • Support the capacity needs of Community-based Organization (CBO) partners and community volunteer coaches to respond to adolescent protection needs
  • Ensure child protection messages and information about available services are consistent with all Clusters; and are considered relevant and tailored to the needs of children/adolescents of different sex and age and their care providers
PROGRAM MANAGEMENT
  • Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps' and Tdh relevant program guidelines, principles, values, quality standards and strategic plan.
  • Ensure program implementation is on time, target and budget, using effective M&E systems that are disaggregated by sex and age to reach desired impacts.
  • Fulfill Mercy Corps and Tdh Program Management and Gender Minimum Standards based on the organization-wide guide.
  • Ensure all interventions adhere to Mercy Corps' Gender Policy, Do No Harm principles, Child Safeguarding, and beneficiary accountability standards.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps and Tdh policies and procedures.
  • Ensure compliance with donor and Mercy Corps regulations related to emergency programming and ensure proper operational systems for programs.
INNOVATION AND DEVELOPMENT WITH CHILD PROTECTION SECTOR
  • Support the development of multi-stakeholders and multi-disciplinary strategies to strengthen harmonized child protection and adolescent development programming and ensure integration of child protection and adolescent development protocols, ethics and methodologies
  • Contribute to the development of innovative solutions for the protection of children and adolescents through active participation with the Child Protection Sector and other actors.
  • Document child protection practices, share knowledge, lessons learned, promising practices, in coordination with the Child Protection Sector.
  • Identify, build and manage partnerships with partners, donors, local governments, and other stakeholders as a Mercy Corps technical advisor

Job Context Shushilan currently seeks a Case Coordinator for the ASTHA-Strengthening Access to Multi-sectoral Public Services for GBV Survivors in Bangladesh project. ASTHA, aims to fill these gaps by contributing to two outcomes: increases access to multi-sectoral response for survivors of GBV and increased positive attitudes among community members about harmful gender norms and behaviors that perpetuate violence. Job Description / Responsibility
  • The Community Health Officer will be responsible for supporting RI's health programming in Cox's Bazar, Bangladesh. RI is in the process of establishing mobile health units and expanding mobile health coverage to new arrivals in Cox's Bazar. Prior experience with new program start-up and/or mobile health service delivery will be highly prioritized.
  • Community Health Officer:
  • Work closely with the Medical Coordinator and Program Manager to achieve program objectives and targets effectively and efficiently.
  • Help with activity verification and monitoring (stock and program quality) at supported units and facilities to ensure smooth, high-quality program implementation.
  • Hold/conduct coordination meetings in the targeted community, facilitate advocacy meetings and awareness raising sessions at the community level, together with community health workers and community volunteers.
  • Assist the Medical Coordinator prepare project teams weekly and monthly work plans.
  • Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the Medical Coordinator and Program Manager.
  • Collect and compile project data regularly to submit to Medical Coordinator, including case studies, success stories and photographs of facilities.
  • Provide regular updates on inventory of medical and non-medical items supported by the project (information / data collected through monitoring visits).
  • Oversee case management and the delivery of primary health care (PHC) services at supported mobile units and static facilities through priority setting, on-job training, and continuous monitoring.
  • Train community health workers and volunteers with support from the Medical Coordinator
  • Provide inputs for donor requirements for data collection and reporting for health grants
  • Ensure program targets are met using indicator / activity tracking table.
  • Ensure the quality of data through proper entry, cleaning and regular checking and use the data for action on the site.
  • Ensure diagnosis and treatment of patients is based on standard procedures (national and international guidelines). Provide clinical support when necessary.
  • Ensure the community based activities such as EPI, case finding/screening, health and defaulter tracing are done properly.
  • Actively participate in the identification and management of any disaster or epidemics.
  • Build the capacity of national staffs through proper coaching and training.

Purpose of the Position Under the guidance of the Chief of Health Section and direct supervision by the Health Specialist (Immunization), Health Officer EPI (Equity and EVM) will provide technical support to Ministry of Health in implementation of the Health System Strengthening for Vaccine Preventable Diseases Surveillance and Effective Vaccine Management grant, supported by Gavi Alliance. The incumbent will be based in Health Section of BCO, however would spend 30 percent of his/her time in the field dedicated for field level activities as per the TOR. The incumbent will report to Health Specialist (Immunization), and also coordinate with Health Manager (Health System Strengthening) and other staffs in health, nutrition, WASH section as part of overall Health System Strengthening efforts of UNICEF. Major duties and responsibilities: Improve coverage and minimize equity gap in urban and low performing area:
  • Coordinate with the DGHS, MoH, WHO, and other relevant stakeholders and provide technical support in equity analysis, including soci0-economic and cultural inequities, planning, implementation, monitoring and evaluation of program.
  • Engage partners and stakeholders in identification of bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Actively support program implementation through field visits, and/or exchange of information with partners/stakeholders to assess progress.
  • Ensure the availability of accurate, complete and up-to-date information required for effective programme implementation.
  • Prepare regular program reports for management, donors and partners to keep them informed of program progress.
  • Coordinate with the DGHS, MoH, WHO, and other relevant stakeholders and provide technical support in planning, implementation, monitoring and evaluation of the Objectives 2 of Health System Strengthening project for Effective Vaccine Management, as supported by Gavi Alliance.
  • Provide technical assistance to the EPI MIS unit for establishing an effective immunization supply chain & logistics management information system. Provide support at national and sub-national level in the process of transition from existing system to real time data management system
  • Provide technical assistance to MoH in conducting operational study/research related vaccine/cold chain management, in revising and developing regulatory framework and support in conducting training of technical personnel in selected areas of EVM (in accordance with the EVM improvement plan) at central, district and upazila levels
  • Provide technical assistance to Government and other partners in developing the guidelines, training materials and conduct the trainings/ meetings/ workshops and program review meetings/workshops.
  • Collects and analyses data for the situation analysis, project planning, management, and monitoring and evaluation purposes. Prepares tables, graphs and other statistical data. Reports outcome of analysis and proposes corrective actions
  • Closely work with other health colleagues both at BCO and Zonal offices for timely implementation, oversight, financial management, achieving results and reporting of UNICEF supported activities of different MNCAH projects as per the Rolling Work-Plan 2018-2019. Monitors the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and timely liquidated
  • Provide technical assistance and support technical agency in conducting surveys, researches and process documentation related to improve vaccine and logistics management under the project
  • Collaborate with the relevant UNICEF programmes involved in Gavi HSS activities, as well as other partners, to ensure that the programme needs are identified and goals achieved. Maintain necessary and adequate liaison with government counterparts and institutions to ensure good cooperation and communication. Collaborate with the Operations, government programmes and Government authorities to establish and maintain sound internal controls.
  • Provide support in updating immunization strategy, new vaccine introduction guideline, processing the sales orders and monitoring the supply plan; provide inputs in donor reports and fact sheets, develop case studies, briefing notes, projects presentations and other reports when necessary.

Qualifications or specialized knowledge/experience/competencies required for the assignment:  Education: A University Degree in public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences is required. Work experience: A minimum of 2 years of professional work experience in public health planning and management and/or in relevant areas of maternal and child health programmes preferably in immunization programme or cold chain management. Working experience and familiarity with the health programme of the Ministry of Health and Family Welfare, international organization or any other agencies will be an asset. UN Women together with UNDP and UNOPS have jointly developed a 3-year programme, the “National Resilience Programme”, combining its technical fields of expertise – notably in risk governance, disaster risk reduction, gender mainstreaming in policies and programmes, and infrastructure resilience. The National Resilience Programme aims to sustain the resilience of human and economic development in Bangladesh through inclusive, gender responsive disaster management and risk informed development. It will address national capacity to manage risks from natural hazards and achieving resilience against disaster and climate shocks and stresses. Position : Gender and Disaster Management and Climate Change Officer  Job Description
  • Organize and facilitate Gender, disaster management and climate change related training/Orientation/Workshops for Upazila and Union Disaster Management Committees.
  • Form and functioning village development committees for early warning and disaster mitigation program.
  • Provide technical support to disseminate early warning messages at the community level.
  • Implement Gender Sensitive activities in the field.
  • Extend supports to Project for community resilience building mainstreaming DM into programming.
  • Develop/write quality reports for high level stakeholders.
  • Ensure that preparedness plans are in place at all levels.
  • Develop required DM program monitoring tools.
  • Capacity building, Gender, DRR & CCA in programming.
  • Develop of a response strategy.
  • Networking and Collaboration.
Job Requirements
  • Age 28 to 45 year(s)
  • Understand the Humanitarian industry, standards and protocols.
  • Supervisor/Management, Problem solving, negotiation, communication and collaborative skills.
  • Work experience on Grants fund at Field level with an understanding of Disaster Management (DM) and overall DM technical support at the project level.
  • Understands and complies with the humanitarian code of conduct and DM Standards.
  • Proven experience as a team player.
  • Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint
  • 75% field visit in the working area is expected.
  • Good working relationship with the projects working area.
  • This role will work directly with the community in respective project.

Educational Requirements
  • Candidates need to have a Post-graduate/ Masters degree in Economics, Development Studies, Environmental Economics, Statistics and International Relations from a reputed university.
  • A minimum CGPA of 3.60 is required, which can be relaxed in case of candidates with foreign Masters degree, publication(s) in reputed journals and relevant job experience.
 Gross Salary : 42,000 taka per month
